It is not PVD. This example has the original oxide treatment to the stainless steel case and bracelet. It is in very good shape and you can see the traditional wear pattern - thinning of the oxide layer on surfaces that rub (crown and pushers) and exposure of metal on exposed corners (I don't see much of that).
The original process is a electro-chemical bath treatment that deposits a thin oxide layer on un-masked surfaces. For steel, it is called "passivation" and can be done in multiple colors/shades, but sometimes called "anodization" (which is the same oxide treatment, but for aluminum).
